Hayling’s work has focused on collective impact strategies at the intersection of youth development, education, and neighborhood revitalization. He started his career as a federal liaison for an alliance of local social service agencies, where he provided technical assistance to emerging school-community partnerships nationwide. In this role he also supported the launch of the U.S. Department of Education’s Promise Neighborhoods Initiative, helping coordinate efforts to strengthen systems of academic and community support for underserved youth. Subsequently, he served as Policy Director for an association of America’s largest nonprofit human service agencies, implementing an integrated legislative agenda and spearheading advocacy campaigns on Capitol Hill. In addition to promoting federal policy impacting youth and vulnerable families, Hayling has served as a community organizer and advised civic leaders on place-based youth development strategies.
