RFP 18-08: Youth Services

Cecil County, Maryland, through the Cecil Human Services Agency (CHSA), Cecil County’s Local Management Board (LMB), is seeking proposals from PROSPECTIVE GRANTEES for the provision of Human Service-related programs described within this RFP. Only PROSPECTIVE GRANTEES meeting all requirements listed herein will be considered. Selection of a proposal ensures that the outlined services will be included in the County's FY 18 grant application, but does not ensure that they will be funded. Cecil Human Services Agency intends to fund a program or programs to address the areas of: 1) impact of incarceration on children and families, and 2) disconnected youth. Both programs are priority areas identified by Governor’s Office for Children as referenced and defined in in Section VII.

The County reserves the right to award contracts to multiple prospective grantees based on their ability to address the goals and priorities identified in Section VII. All awards are contingent upon receipt of funding and budgetary considerations as stated in Section I. PROSPECTIVE GRANTEES are invited to attend a Pre-Proposal meeting to be held Wednesday, March 15, 2017 at 10 a.m. at the Cecil County Administrative Building, 200 Chesapeake Blvd., Elkton, MD 21921 in the Perryville Conference Room. Proposals must be submitted to the Purchasing Office, 200 Chesapeake Boulevard, Suite 1400, Elkton, Maryland in sealed envelopes clearly marked in the lower left-hand corner “RFP 18-08, YOUTH SERVICES” no later than 4 p.m. on Friday, March 31, 2017. NO PROPOSAL WILL BE ACCEPTED AFTER 4 PM. The PROSPECTIVE GRANTEE’S name and address shall appear in the upper left hand corner of the proposal envelope. Additional specifications and/or instructions to PROSPECTIVE GRANTEES may also be obtained by contacting David Pyle, Purchasing Agent, by email at, by phone at 410-996-5395, or by mail at Purchasing Office, 200 Chesapeake Boulevard, Suite 1400, Elkton, Maryland 21921. All questions requesting clarification of the RFP must be submitted in writing prior to the week before the submission deadline. Any changes to the RFP will be documented and forwarded to all participating PROSPECTIVE GRANTEES as soon as possible. Cecil County, Maryland reserves the right to reject any or all Proposals and to waive technicalities.
